A lock request with a price concession uses the addLockEvent call. A lock request consists of three steps:

1. Check lock desk hour to ensure the lock request will be accepted.
2. Check rate status to ensure the rate is still active.
3. Add request lock event, creating an addLockEvent call, using the LockEventExtensionInfo object to provide the details of the price concession.
